The 6.1-acre area to the north of NW Quimby can be developed in a number of ways. The flexibility of the unplatted blocks and the location make it an attractive location for a multi-building campus development or a community-focused draw.

  • A small unifying plaza space provides a development focus and destination for the precinct and a singular termination for 12th, and 13th avenues and the pathway from The Fields Park.
  • The plaza is a focus for active ground floor uses such as restaurants and retail, creating a small retail center.
  • The remaining streets within this zone will be “universal” streets, featuring shared pedestrian and vehicular access at a neighborhood scale. These will define the character of the neighborhood, something quite distinct from any other in Portland.
  • The open space is shielded from railroad and Naito by Block 27. A water feature at the plaza could further offset freeway noise.
  • The low-to-mid-rise height of Block 27 allows unobstructed views to the bridge and river beyond from Blocks 23 and 26.
  • Blocks 27 and 29 are adjacent to the railroad with the potential for above grade parking on the northern face of these blocks.
  • Block 24 has an unobstructed view of the River and direct access to both The Fields Park and the North Campus zone. Its ground floor levels can engage directly with the regular foot traffic through this passage, while its upper floors can open up to the views. The overall height of the block will be capped at 175-feet, allowing for a larger floor plate and enabling Blocks 20 and 23 to have clear views as well.
  • The buffer along the northeast diagonal of the campus can be a green space or hardscape with tree canopy.
  • The far northwest end of the site provides bike and pedestrian connections to NW Thurman street and the waterfront greenway.
